After signing a memorandum of understanding (MOU) with three CLOCC Supported
villages in Tabanan (Bengkel, Dauh Peken, and Wongaya Gede) - GoSirk, together
with these village governments, promptly developed a work plan to enhance the
waste management capacity in each village. This work plan was prepared in a
collaborative manner, drawing on evaluations of past processes and activities
conducted in these villages.

The CLOCC program uses a participatory approach, engaging community members
in planning, implementing, and evaluating waste management activities at the village
level. To facilitate this participatory process, the GoSirk team applies the "4C"
method, which involves four stages: Collect, Choose, Create, and Commit, as part of
their monthly evaluation sessions in the villages.

During the evaluation meetings, facilitators gather feedback from participants on
what has been working well and highlight areas which require improvement. This
stage acknowledges the positive contributions of local stakeholders. The feedback
loops involved in the process ensure that the insights and learnings from all
stakeholders are taken into account and are incorporated into future workplans.
The 4C evaluation method was applied in Dauh Peken Village and Bengkel Village
during the October 2024 evaluation. In Dauh Peken, the session took place at the
Village Office on October 29, 2024, and was attended by local officials, residents,
and workers of TPS3R Sadu Kencana. In Bengkel, the evaluation session focused
on the operations of TPS3R Bestari and was held at the TPS3R Bestari Building on
November 5, 2024.
Through the 4C evaluation method and collaborative efforts, the CLOCC programme
in Tabanan is fostering a sustainable and community-driven approach to waste
management, empowering villages to identify, prioritize, and address challenges
effectively with locally viable solutions.
